CLARITA R. CARLOS is professor at the Department of Political Science in UP. She is the executive director of Center for Political and Democratic Reform, Inc. (CPDRI), concurrently serving as head of the Office of Strategic and Special Concerns of the Metropolitan Manila Development Authority (MMDA). She was president of the National Defense College of the Philippines from 1998 to 2001. She has served as consultant in the Senate of the Philippines and the House of Representatives on various occasions. She is a consultant of the Local Government Development Foundation since 2003; consultant of the OPAPP in the GPH-MILF peace negotiations (2008-2010); director of Philippine National Red Cross (2001-2006); and consultant in the GRP-RAM negotiations, among others. She has authored many books and papers on a wide range of themes spanning politics, governance, defense and security, and foreign policy. She is a recognized pioneer in Political Psychology in the Philippines.
