The transition to Universal Health Care (UHC) in the Bangsamoro requires strong institutions, reliable data, and solutions shaped by the realities of local communities. In a significant step toward this goal, the Ministry of Health–BARMM, the Institute for Autonomy and Governance (IAG), and the Unilab Foundation, through the Unilab Center for Health Policy (UCHP), have formalized a partnership to strengthen the region’s health system.

The collaboration brings together government, civil society, and the private sector to improve health governance and develop primary care models that are rooted in community needs. Central to the initiative is the generation of evidence on health financing and the utilization of Philippine Health Insurance Corporation (PhilHealth) benefits—information that will help guide regional policy, resource allocation, and long-term planning for UHC implementation.

UCHP emphasized that empowering frontline health workers and ensuring that technical research reflects the Bangsamoro context are essential to building functional pathways for UHC delivery. By aligning institutional support, community engagement, and evidence-based policymaking, the partnership aims to contribute to a more responsive and resilient health system for the Bangsamoro people.
