This forum was the second in a series of learning sessions on Charter Change and Federalism, jointly organized by the Congressional Policy and Budget Research Department, Institute for Autonomy and Governance, and International Institute for Democracy and Electoral Assistance.

What are the developments in BBL and federalism? How do we harmonize substance and process of these political developments for Mindanao peace? What model of federalism as to the Bangsamoro will best serve the cause of Mindanao peace and development?

A national conference on the proposed Bangsamoro and how it will fit into the envisioned federal Philippines gathered 250 policy makers, peacebuilders, academics, representatives of the Moro liberation fronts, and key leaders from Mindanao in Makati City today. 

Here are the highlights of the first session of a 6-part learning series on charter change and federalism in Congress that aims to introduce basic considerations in constitutional change and design.
